In Washington state, a couple applies for the marriage license in any county. A license issued anywhere in Washington state is good anywhere within the state of Washington.
A license from another state is not valid, nor is a Washington license good in another state.
Once the license is issued, it is not valid until the third day after the application. If time is of the essence, the wedding can take place moments after midnight of that third day. For example, if a license is issued on a Monday, the license would be valid at one minute after midnight of the third day -- in this example, 12:01 AM on Thursday morning (Wednesday night after the stroke of midnight). Also, the license expires if the wedding does not take place within 60 days of issuance.

In Washington state, no blood test is required. You do not have to present birth certificates or divorce papers. However, if you are divorced, the divorce must be final and filed before you apply for the marriage license. Both parties must be over the age of 18.

King County makes it possible to apply by mail with certain conditions. Their instructions and information are available
online. Again, a license issued by any county in Washington state is valid anywhere in the state of Washington.
